The premium round in a caliber usually costs several times the basic one and buys you a fraction of a shot against soft targets. It earns its price against armor, where it can turn a four-shot kill into a three-shot kill. Against an unarmored target it mostly burns cash.
Run the pairing through the damage calculator before you buy in bulk. Set the armor tier you expect to meet, then compare shots to kill between the cheap round and the expensive one. If the number does not move, the cheap round is the right answer.

Yes. Damage per shot comes from the round rather than the gun, so switching ammunition changes shots to kill without changing your weapon. Penetration against armor changes too, which is where the expensive rounds earn their price.
